NOTICE OF REGIONAL PUBLIC HEARINGS-INFORMATIONAL HEARING FOR THE UPCOMING
2012 FEDERAL FISCAL YEAR

Community Development Block Grant and Emergency Shelter Grant Programs

 

Community Development Block Grant Program (CDBG)

The purpose of the federal Community Development Block Grant Program (CDBG) is to undertake eligible activities that will carry out the primary objectives of Title 1 of the Housing and Community Development Act of 1974, as amended. These objectives are designed to provide decent housing, a suitable living environment, and to expand economic opportunities primarily for persons of low and moderate income. Low and moderate income is defined as persons making 80% or less of the area median income.

 

Cook County Bureau of Economic Development, is soliciting proposals for eligible CDBG activities for its 2012 CDBG program year. Selected projects will be included in the County’s 2012 Annual Action Plan. Cook County’s CDBG Program allocation is expected to be approximately $9.5 million in Fiscal Year 2012. The total of all public service grants cannot exceed 15% of the total grant, and Administration (or related activities) cannot exceed 20% of the total grant. Thus approximately 65% of the total grant will be expended on other activities, such as capital improvement projects.

Steps to using the fillable form:

 

(1) In order to use the fillable form, you must have Adobe 9.0 Reader or above on your computer. If you do not have Adobe Reader 9.0 or above, please go to the link http://get.adobe.com/reader/ and download the latest version of Adobe Reader onto your computer for FREE.

 

(2) Download the blank 2012 CDBG Application form to your computer and open it up in your Adobe Reader 9.0 or above.  Do not fill it out in your web browser. 

 

(3) Fill out your form.

 

(4) Once you are completely done with the form, please use the SAVE AS feature and save the completed form with the new name and keep your electronic copy on your computer. (In order to save the completed pdf, it must have a different name than the name of the blank pdf you downloaded from us).

 

(5) Keep your electronic copy of your application and print the required paper copies.

 

(6) Upon completion, please send your fully executed application to:

Emergency Shelter Grants Program (ESG)

The Stewart B. McKinney Homeless Assistance Act of 1987, as amended, and the Cranston-Gonzalez National Affordable Housing Act of 1990 authorize the Emergency Shelter Grant Program under the U. S. Department of Housing and Urban Development (HUD). Cook County receives formula ESG funds from the U. S. Department of Housing and Urban Development. Through a competitive Request for Proposals (RFP) process, funds may be awarded to successful non-profit applicants to carry out the purposes of the Emergency Shelter Grant Program. Designed as the first step in the Continuum of Care, the Emergency Shelter Grants (ESG) Program provides funds for emergency shelters — immediate alternatives to the street — and transitional housing that helps people reach independent living. Grantees use ESG funds to operate these facilities, provide essential social services, and prevent homelessness.

Cook County Annual Action Plan - Program Year 2011

 

Cook County, Illinois  - Fall 2011The 2011 Annual Action Plan describes the second year activities, programs and resources available to address the priority needs and specific objectives identified in the five-year strategic plan of Cook County’s Consolidated Community Development Plan.

 

The Consolidated Plan serves as a comprehensive planning document for suburban Cook County and provides the basis for receiving federal funds under the Department of Housing and Urban Development’s (HUD) Community Planning and Development formula grant programs, including the Community Development Block Grant (CDBG) Program, the HOME Investment Partnership Program (HOME), and the Emergency Shelter Grant Program (ESG).

Energy Efficiency and Conservation Block Grant

Cook County received a $12.6 million Energy Efficiency and Conservation Block Grant from the U.S. Department of Energy to provide assistance in the form of grants and low interest loans for suburban Cook County municipalities, businesses and residences. The Department of Environmental Control will administers the program in partnership with the Bureau of Economic Development. The Cook County Energy Efficiency and Conservation Block Grant supports the following activities as shown in our box below:

Comprehensive Economic Development Strategy Report

The Comprehensive Economic Development Strategy (CEDS) is a document produced by Cook County's Bureau of Community Development, Department of Economic Development, to establish regional goals and priorities for future economic growth in the Cook County region.  It also examines and analyzes factors that impact the local economy and makes plans to address those issues. 

 

A periodically updated CEDS is mandated for the region by the federal government in order to allow local governments and their partners to receive grants from the USEDA.

 

This most recent CEDS was approved by Cook County's Economic Development Advisory Committee on February 5, 2010 and by the Cook County Board of Commissioners on March 16, 2010.

Consolidated Annual Performance and Evaluation Report (CAPERS)

The Cook County Bureau of Community Development is making available for public comment its draft Consolidated Annual Performance and Evaluation Report.  This report identifies Cook County’s progress and accomplishments in achieving the objectives of the Cook County Consolidated Community Development Plan which is now in its fifth year.

Cook County’s objectives and strategies are identified in the five-year Consolidated Plan.  Activities to carry out the strategies are primarily funded by Federal grant program resources.  County corporate funds and matching funds supplement Federal program funds and program income.

 

The Bureau of Community Development seeks to improve the quality of life for the residents of Cook County by implementing programs which help to ensure decent, affordable housing, maintain a suitable living environment, and foster economic growth throughout the County.

 

Homelessness Prevention Rapid Re-Housing Program (HPRP)

Housing imageThe County has completed a Homelessness Prevention and Rapid Re-Housing (HPRP) Substantial Amendment to its 2008 Annual Action Plan on May 18, 2009. The Substantial Amendment concerns the use of HPRP Grant funds in the amount of $ 4,121,046 to be received from the U.S. Department of Housing and Urban Development (HUD).

 

The Homelessness Prevention and Rapid Re-Housing Program provides financial assistance and services to prevent individuals and families from becoming homeless. The Program provides help to those who are experiencing homelessness to be quickly re-housed and stabilized under Title XII of the American Recovery and Reinvestment Act of 2009 (“Recovery Act”).

CDBG American Recovery and Reinvestment Act of 2009

(ARRA) Cook County submitted a CDBG-R Amendment to the PY 2008 Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD).
 
HUD announced the availability of approximately $1 billion dollars as part of the American Recovery and Reinvestment Act (ARRA).  Rules and regulations were released on May 5, 2009 and the original Amendment was submitted to HUD on June 5, 2009.  Cook County received $2,853,255 in funding. 
 
The CDBG-R Amendment guides the allocation of new supplemental CDBG funds designed to modernize the County's infrastructure, create or retain jobs, and provide long term economic public benefits through "shovel ready projects".
 
The new Citizen comment period for the REVISED Substantial Amendment runs from 5/6/2010 to 5/20/2010 at 5:00 p.m.

Neighborhood Stabilization Programs

Neighborhood Stabilization Program (NSP)

The County of Cook, Bureau of Community Development, is accepting citizen comments on its proposed Substantial Amendment to the 2008 Annual Action Plan for the Neighborhood Stabilization Program (“NSP”)  of the approved 2005-2009 Community Development Consolidated Plan.

 

Cook County proposes the following amendment to the 2008 Annual Action Plan in order to satisfy the application requirements to receive Neighborhood Stabilization Program (NSP) funds from the U.S. Department of Housing and Urban Development (HUD) authorized under Title III of the Housing and Economic Recovery Act of 2008 (HERA).
