The County has completed a Homelessness Prevention and Rapid Re-Housing (HPRP) Substantial Amendment to its 2008 Annual Action Plan on May 18, 2009. The Substantial Amendment concerns the use of HPRP Grant funds in the amount of $ 4,121,046 to be received from the U.S. Department of Housing and Urban Development (HUD).
The Homelessness Prevention and Rapid Re-Housing Program provides financial assistance and services to prevent individuals and families from becoming homeless. The Program provides help to those who are experiencing homelessness to be quickly re-housed and stabilized under Title XII of the American Recovery and Reinvestment Act of 2009 (“Recovery Act”).

The Cook County Bureau of Economic Development is accepting citizen comments regarding its Draft Section 108 Loan Pool Application. As an entitlement jurisdiction under the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) program, Cook County is eligible to apply for a Section 108 loan guarantee which can be utilized as a financing tool for economic development. The Draft Section 108 Loan Pool Application identifies proposed uses and strategies to address economic development needs in suburban Cook County.
Public Participation Opportunities An important part of the process of developing the Draft Substantial Amendment to the 2010-2014 Consolidated Plan and the Draft Section 108 Loan Pool Application is to promote citizen participation and solicit input.
All interested parties are encouraged to provide written comments. In addition, both Drafts will be reviewed and considered for approval at public hearings conducted by the Community Development Advisory Council (CDAC) at 7 p.m. on August 22, 2012 and the Cook County Board of Commissioners at 9 a.m. on September 10, 2012. Both meetings will occur in the Cook County Board Chambers located at 118 North Clark, 5th Floor, Chicago, IL 60602. Public participation is welcome and encouraged.
The Draft Substantial Amendment to the 2010-2014 Consolidated Plan and the Draft Section 108 Loan Pool Application may be reviewed at the Cook County Bureau of Economic Development offices at 69 West Washington Street, Suite 2900, Chicago, IL 60602, or on-line at the Cook County website:www.cookcountyil.gov/economicdevelopment beginning on August 7, 2012.

The Emergency Solutions Grants (ESG) Program Applications for the Second Allocation for Program Year 2011 and for Program Year 2012 are now posted and available for applicants. Late in 2011, HUD introduced its interim regulations for the HEARTH Act, which also made additional funds available for the 2011 Program Year. Cook County was not able to combine this Second Allocation of 2011 ESG funds with the 2012 funds, but due to the timing of the release of the HEARTH Regulations, the County is making both of these applications available at the same time.
The 2011 Second Allocation ESG Program will run at the same time as the 2012 ESG Program (October 1, 2012-September 30, 2013). The 2011 Second Allocation ESG Program application is part of a smaller allocation to Cook County and is limited to funding for Homelessness Prevention and Rapid Re-housing components, and the 2012 ESG Program application is connected to a larger allocation for additional components and activities. Applicants may choose to submit one OR BOTH applications to be considered separately. Non-profit agencies who are not units of local government are eligible to apply. Applications are due NO later than July 9th, 2012 at 69 West Washington – Suite 2900 – Chicago, IL 60602.
Cook County will host an ESG Application Workshop on June 13th at 9:30 a.m. at 69 W. Washington on the 34th Floor. All applicants planning to submit an application are required to attend the Application Workshop.

Substantial Amendment
The County of Cook, Bureau of Economic Development, is accepting citizen comments regarding its proposed Draft Substantial Amendment to the PY 2010 Annual Action Plan and the PY 2010-2014 Consolidated Plan for an additional allocation of funds under the Neighborhood Stabilization Program (NSP). The current amendment supresedes the previous Substantial Amendment dated February 28, 2011. The significant changes reflected in the document are a redrawing of the NSP 3 Target Areas and the inclusion of acquisitions and rehabilitation of rental housing as an approved project activity. All other material items have remained unchanged.
Cook County has been awarded $7,776,324 in NSP 3 funding under the Dodd-Frank Wall Street Reform and Consumer Protection Act. The purpose of NSP 3 is to further assist communities that have been affected by foreclosed and abandoned properties, while providing affordable rental and homeownership opportunities to households at or below 120% of Area Median Income (AMI) in select areas of greatest need. Specific programs or activities for NSP 3 funds have been included within the Draft Substantial Amendment document.
An important part of the process of developing the original Consolidated Plan, the Annual Action Plan, and this Amendment is to allow citizen participation and input. All interested parties are invited and encouraged to provide comments.

Bureau of Economic Development, is soliciting applications for funding under both the Neighborhood Stabilization Program (NSP) and the Home Investment Partnerships (HOME) Program for multifamily rental housing to be developed in target communities in Cook County, Illinois. Cook County Government (“County”) is the recipient of funding from the U.S. Department of Housing and Urban Development (HUD) and is interested in seeking viable development partners to address the negative impacts of foreclosed, abandoned and vacant rental housing in the county.
This Request for Applications (RFA) describes the process for individual project applications to be submitted to the County for review and possible funding approval. Both the NSP and HOME Programs have specific requirements and limitations with regards to the rent levels that can be charged for an assisted unit, along with income restrictions for tenants who occupy those units.
