The Cook County Community Development Advisory Council (“CDAC”) has scheduled a Public Hearing to review the proposed projects and substantial amendments (as applicable) for the Community Development Block Grant Program, HOME Investment Partnerships Program and the Emergency Solutions Grant Program for the 2012 Program Year (October 1, 2012 through September 30, 2013). These programs do not include the City of Chicago.

Substantial Amendment
The County of Cook, Bureau of Economic Development, is accepting citizen comments regarding its proposed Draft Substantial Amendment to the PY 2010 Annual Action Plan and the PY 2010-2014 Consolidated Plan for an additional allocation of funds under the Neighborhood Stabilization Program (NSP). The current amendment supresedes the previous Substantial Amendment dated February 28, 2011. The significant changes reflected in the document are a redrawing of the NSP 3 Target Areas and the inclusion of acquisitions and rehabilitation of rental housing as an approved project activity. All other material items have remained unchanged.
Cook County has been awarded $7,776,324 in NSP 3 funding under the Dodd-Frank Wall Street Reform and Consumer Protection Act. The purpose of NSP 3 is to further assist communities that have been affected by foreclosed and abandoned properties, while providing affordable rental and homeownership opportunities to households at or below 120% of Area Median Income (AMI) in select areas of greatest need. Specific programs or activities for NSP 3 funds have been included within the Draft Substantial Amendment document.
An important part of the process of developing the original Consolidated Plan, the Annual Action Plan, and this Amendment is to allow citizen participation and input. All interested parties are invited and encouraged to provide comments.
Comments on the proposed Draft Substantial Amendment to the PY 2010 Annual Action Plan and the PY 2010-2014 Consolidated Plan are currently being solicited through February 28, 2011.

Bureau of Economic Development, is soliciting applications for funding under both the Neighborhood Stabilization Program (NSP) and the Home Investment Partnerships (HOME) Program for multifamily rental housing to be developed in target communities in Cook County, Illinois. Cook County Government (“County”) is the recipient of funding from the U.S. Department of Housing and Urban Development (HUD) and is interested in seeking viable development partners to address the negative impacts of foreclosed, abandoned and vacant rental housing in the county.
This Request for Applications (RFA) describes the process for individual project applications to be submitted to the County for review and possible funding approval. Both the NSP and HOME Programs have specific requirements and limitations with regards to the rent levels that can be charged for an assisted unit, along with income restrictions for tenants who occupy those units.

(ARRA) Cook County submitted a CDBG-R Amendment to the PY 2008 Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD). HUD announced the availability of approximately $1 billion dollars as part of the American Recovery and Reinvestment Act (ARRA). Rules and regulations were released on May 5, 2009 and the original Amendment was submitted to HUD on June 5, 2009. Cook County received $2,853,255 in funding. The CDBG-R Amendment guides the allocation of new supplemental CDBG funds designed to modernize the County's infrastructure, create or retain jobs, and provide long term economic public benefits through "shovel ready projects". The new Citizen comment period for the REVISED Substantial Amendment runs from 5/6/2010 to 5/20/2010 at 5:00 p.m.

The Cook County Department of Planning and Development is hereby making available for public comment the draft 2010 Consolidated Plan.
The 2010 Annual Action Plan describes the first year activities, programs and resources available to address the priority needs and specific objectives identified in the five-year strategic plan of Cook County’s Consolidated Community Development Plan. The Consolidated Plan serves as a comprehensive planning document for suburban Cook County and provides the basis for receiving federal funds under the Department of Housing and Urban Development’s Community Planning and Development formula grant programs, including the Community Development Block Grant (CDBG) Program, the HOME Investment Partnership Program, and the Emergency Shelter Grant (ESG) Program.

The Cook County Consolidated Community Development Plan (Consolidated Plan) guides the investment of approximately $19 million per year in federal housing and community development funds to address housing, homeless, and community development needs throughout Cook County over the next five years, from 2010 through 2014. The Cook County Department of Planning and Development is the lead agency for developing the Consolidated Plan and has been authorized by the Board of Commissioners to administer the federal programs in this plan.
